'Good Cause' Needed To Deny Permit

In a decision issued last month, the Franklin County Court of Appeals affirmed a common pleas court decision which ruled the Division of Liquor Control and the village of Bellaire failed to produce sufficient evidence to support the denial of a new liquor permit application on the ground that issuance of the permit would “substantially interfere” with the public decency, sobriety and good order of the residential area.
