CHARITY SIDELINED - A federal judge last month issued a temporary restraining order stopping Toledo bar owners from trying to sidestep the city's smoking ban. According to the Associated Press, the order by U.S. District Judge James Carr prohibits bars from taking part in a charity organization they created so customers could still smoke. The bar owners said the charity, Taverns for Tots Inc.
