The United Kingdom recently adopted a unique plan to deal with problems associated with excessive drinking. Rather than crack down on pubs with stricter rules and regulations, lawmakers are allowing publicans in England and Wales to apply for licenses which would permit them to remain open 24 hours a day. Currently, pubgoers typically drink in excess as last call approaches at 11 p.m.
