Some 'Free' Drinks Can Be Costly For Permit Holders

While I was in a bar recently, I observed a bartender give a beer to a patron. No money was exchanged between the bartender and the patron. I later learned that patron was actually the bartender's girlfriend, but had I observed a violation of the Liquor Control Act? It seems a law was broken.
