Prohibition's Failure Led To Three-Tier System

Alcohol is a unique product and, unlike any other articles in commerce, alcohol by itself, has two amendments to the United States Constitution: Prohibition; and its repeal. The unrestricted distribution and consumption of alcohol prior to Prohibition led to a whole host of social problems.
