COLUMBUS - The American Civil Liberties Union of Ohio has leveled criticism at legislation that aims to increase penalties and sharpen tactics for convicting repeat drunken driving offenders, alleging provisions in the bill are contrary to both the Ohio and U.S. constitutions.
