CINCINNATI - A federal appeals court last month overturned a lower court ruling which found Ohio's ban on nudity in liquor permit premises unconstitutional. The U.S. 6th Circuit Court of Appeals ruled the Ohio Liquor Control Commission's Rule 52 was not an overbroad restriction of the First Amendment's right of expression. The decision overturned a 1998 finding by a federal district court in Cleveland that Rule 52's prohibition on ""improper conduct"" was ""unconstitutionally overbroad.""
