COLUMBUS - Expanded gambling in Ohio was the big story of 2009, with public officials and private entities each rolling the dice in the hopes of hitting a jackpot. Gov. Ted Strickland appeared to the big winner early on with his proposal to put video lottery terminals in the state's race tracks, but the Supreme Court trumped his ace.
