Ohio law is clear that when the Division of Liquor Control issues a liquor permit, it only authorizes the person named on the issued permit to operate the liquor permit business. Firms and corporations are defined as persons in the Liquor Control Act.

Regularly accepted business practices used to create, buy or sell businesses may not be enforceable if done outside the statutory scheme that regulates a business that holds a liquor permit.
