Early prohibition movements, like the Women’s Christian Temperance Union, were primarily concerned with eliminating the social ills associated with drinking. Reducing the social costs of the misuse of alcohol, such as drunken driving, alcoholism and binge drinking, remains a goal of the three-tier system of alcohol beverage regulation today.
